In 2018, a Guatemalan court ruled that the army committed acts of genocide, but no one was convicted. Lucas García, 91, was meant to face trial this year with former military intelligence chief Manuel Callejas y Callejas. Robert Nickelsberg/Archive Photos/Getty ImagesBurt said this “expression of racism is extremely profound,” and its knock-on effects are evident in Guatemala today. Survivors from the civil war gather outside the Supreme Court, prior to a hearing in the Ixil Genocide trial, in Guatemala City, Guatemala March 25, 2024. When the trial was due to start at the end of March, Lucas García’s lawyers announced their resignation.

“It is necessary to conduct this operation unilaterally and without notifying Venezuelan officials,” reads the 15-page 2018 memo expanding “Operation Money Badger,” an investigation that authorities say targeted dozens of people, including Venezuelan President Nicolás Maduro. Within weeks, senior DEA officials plotted to deploy at least three undercover informants to surreptitiously record top officials suspected of converting Venezuela into a narco state. And “to limit or mitigate the exposure of the unilateral activities,” the document advised DEA officials to protect their informants and curtail in-person meetings with targets. I think they figured they had nothing to lose.”RELEASED BY ACCIDENTThe Operation Money Badger memo was never intended to be made public. The DEA memo authorized three informants to secretly record undercover meetings with the targets.

CNN —Louisiana lawmakers on Friday approved a new congressional map that gives the state a second Black-majority US House district and likely puts at risk a Republican-controlled seat. The new map creates a second majority-Black district, slicing through the middle of the state, in a district currently held by Republican Rep. Garret Graves. And, in drawing the new lines, Louisiana’s GOP lawmakers rebuffed a public entreaty from House Speaker Mike Johnson, a fellow Louisiana Republican, to continue fighting the court order. Republican state lawmakers and Landry this week warned that if legislators failed to draw the map themselves, they would hand over the power to a federal judge. The new maps approved Friday protect Johnson’s seat, along with that of House Majority Leader Steve Scalise, another Louisiana GOP congressman.

The War on College Campuses
  + stars: | 2023-11-02 | by ( Lauren Camera | ) www.usnews.com   time to read: +16 min
College campuses have always been bastions of protest, where young, energetic students push older generations in the direction of the next social or political reform. Notably, the prevailing notions of the liberal bent of college campuses are not incorrect. According to a 2023 survey by FIRE of roughly 1,500 four-year college professors, 50% identify as liberal, 17% as moderate, and 26% as conservative. Analysts say the recent inflammatory examples that have not only riven college campuses but altered the way many Americans view them also underscore the increasing difficulty observers in the U.S. have of sitting with complex developments. Many of the country’s most elite schools actually perform the worst, according to the 2024 College Free Speech Ranking by FIRE.

The bomb-making skills of Hezbollah, the Lebanese militant group and close ally of Hamas, have metastasized across the Middle East. In Gaza, Israeli troops will know they face improvised explosive devices built with charges that can cripple a tank. Hamas does hope to establish a Palestinian state based on the teachings of Islam. There have been pro-Palestinian marches throughout the world protesting at the level of destruction visited already on Gaza by Israel. They’ll be looking to exploit Israel’s next moves in Gaza as their own “phase two” of the October 7 attacks.

CNN —The United Nations has said that Russian accounts of a rocket attack on a camp holding Ukrainian prisoners of war in July 2022 are not supported by the evidence. More than 50 Ukrainian prisoners were killed in the strike that year on a detention center in the town of Olenivka. An extensive CNN investigation published in August last year demonstrated that the Russian narrative that the camp had been hit by a Ukrainian HIMARS rocket did not stand up to scrutiny – a finding now supported by the findings by the UN Human Rights Commissioner (OHCHR). There is almost no chance that a HIMARS rocket caused the damage to the warehouse where the prisoners were being held.”Experts consulted by CNN discounted a HIMARS strike on Olenivka – but could not say definitively what killed and wounded so many prisoners. “Our office has met with the families of the victims and heard their pleas for truth and justice – and indeed, they have a right to truth, justice and reparations.

Authorities have said the suspect, Rex Heuermann, obsessively followed the case of the “Gilgo Four,” a group of four women whose remains were uncovered more than a decade ago near Long Island’s Gilgo Beach. The source said one such object includes a doll found in the house but not in the children’s rooms. Though prosecutors have said Heuermann is the prime suspect in the fourth killing of Brainard-Barnes, he has yet to be charged in the case. Among the hundreds of firearms found hidden in Heuermann’s home were pistols, revolvers and semi-automatic rifles, a source said. Three of the women – Costello, Waterman and Brainard-Barnes – worked as escorts and Barthelemy was a sex worker, according to police.

“The suffering was too much.”In a statement to the court after she was charged, Gold denied that she and her brother were sex traffickers. Emirati authorities do little to protect these women, according to anti-trafficking activists, Nigerian authorities and interviews with trafficked women. Human traffickers keep African women in sexual slavery by playing on their financial desperation and creating webs of manipulation and coercion, the reporting shows. This article is part of a reporting collaboration led by ICIJ, Trafficking Inc., which is examining sex trafficking and labor trafficking in many parts of the globe. The UAE made sex trafficking a crime in 2006 and has established an interagency anti-trafficking panel and opened shelters for survivors.

CNN —For years, the world has been focusing on a key climate change threshold: limiting global warming to 1.5 degrees Celsius above pre-industrial levels. But even at that threshold – which could begin to be breached within the next five years – millions of people will still face “significant harm,” including death, displacement and food and water scarcity, an international commission of researchers reported Wednesday. In a study published in the journal Nature, the panel of more than a dozen researchers integrated environmental justice – the idea that climate thresholds should minimize significant harm – with climate science. And they said that the key climate threshold nations pledged to meet in the Paris Agreement in 2015 – one that would ensure a “safe and just” world – should have been 1 degree Celsius. “We argue that there is no safe planet without justice,” Gupta said, underscoring that incorporating justice to the Earth system’s boundaries reduces significant harm to communities and individuals.

The Justice Department’s April 20 letter includes guidance for state and local police, prosecutors, judges and probation officers. Joanna Weiss, co-director of the Fines and Fees Justice Center, told me that the DOJ's voice is critical on these issues. The earlier memo included a section that laid out the principle that courts must not use bail practices that incarcerate people solely because they can’t afford a fee. The Justice Department didn't address my specific questions about why the section on bail was nixed. Lauren Jones, legal director at the National Center for Access to Justice, told me that there's clear overlap between cash bail practices and justice system fees.
John J. Ray III, the current FTX CEO, berated the crypto exchange's security. He told a Monday court hearing that an exec could download $500m of crypto and walk away unchecked. FTX filed for bankruptcy on November 11, weeks after its then-CEO Sam Bankman-Fried insulted rival crypto CEO Changpeng Zhao. Hours after the exchange filed for bankruptcy, more than $370 million of crypto disappeared from FTX. Ray also described a "massive scramble for information" as liquidators looked to secure customers' passwords and crypto wallets.
CNN —Elizabeth Holmes made an “attempt to flee the country” by booking a one-way ticket to Mexico in January 2022, shortly after the Theranos founder was convicted of fraud, prosecutors alleged in a new court filing Friday. Holmes was convicted last January of defrauding investors while running the failed blood testing startup Theranos. “The government became aware on January 23, 2022, that Defendant Holmes booked an international flight to Mexico departing on January 26, 2022, without a scheduled return trip,” the court filing states. In an earlier court filing, her attorneys argued for her release from custody pending appeal, saying she was not a flight risk or a threat to the community. “There are not two systems of justice – one for the wealthy and one for the poor – there is one criminal justice system in this country,” prosecutors stated in the filing.
The race in California's 45th House district has put a spotlight on its conservative Vietnamese American voter bloc in Little Saigon. Vietnamese American voters have long leaned conservative while the Asian American vote nationwide for decades trended Democratic. Westminster is the first city in the nation to have a Vietnamese American majority on the council, she added. "But what we've seen pretty clearly is that the Vietnamese community is home to diverse political perspectives." From a larger perspective, Joe said, Steel's strategy is short-sighted because it only reaches the immigrant Vietnamese conservative subgroup.
The problem with ‘Black trauma porn’“Black trauma porn” – much like “disaster porn” or “poverty porn” – generally refers to graphic depictions of violence against Black people that are intended to elicit strong emotional responses. The implication is that these images can be needlessly traumatizing to Black viewers for whom violence is an inescapable fact of life. “There’s a difference between telling a story of Black trauma and telling a story that is ‘Black trauma porn.’”How Till avoids the trap of ‘trauma porn’What, then, is the line between a story of Black trauma and “Black trauma porn?”For Young, the distinguishing factor is context. Put bluntly, is that depiction of Black trauma intended to appeal to the sympathies of White people? It’s notable that many of the recent projects deemed to be “Black trauma porn” have been the work of Black creatives – an obvious reminder that Black people are not a monolith.
